Russia blocked agreement on creating protected areas in the Ross Sea and Eastern Antarctica. The Ross Sea is home to Adelie Penguins. The next talks on the proposed marine sanctuaries will be at the next annual meeting of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) in Hobart, which is 23 October-1 November.
