Where to photograph in California – Yahoo Groups has a report on Azalea State Reserve:

Having just returned from the north coast, but did not take in Kruse, Prairie Creek only had a very few. Azalea State Reserve (I think that was the name) in McKinleyville did have Azaleas. They seemed kind of sparse, perhaps due to lack of rain, but the flowers were beautiful none the less.
