DesertUSA has the following wildflower report for White Tank Mt. Regional Park, which is just west of Phoenix:

There is lots of yellow Brittlebush blooming along the roads. Also some Orange Mallow and Cholla are loaded with buds. It has been much warmer than usual, so some blooms may come early. However, there has been no rain this year. There is a 70% chance of rain this weekend.
