Santa Monica Mountains National Recreation area just published a wildflower update.  The most recent report is March 19 for  the Sandstone Peak Trail at Circle X Ranch and reported at that time it was early for most flowers except Ceanothus.  You can see the full report  as well as other older ones for Santa Monica  Mountains at What’s Blooming
