Can the BrightSource solar energy company successfully protect and relocate the Desert Tortoise and other rare Desert Species?

The Tortoise And The Solar Plant: A Mojave Story is a story at NPR on the plight of the desert tortoise.  BrightSource energy is building a two billion dollar solar energy facility in the Mojave desert.  A condition is that they protect and move rare species including the endangered Desert Tortoise.  BrightSource is spending 40 million dollars to buy land and create nature preserves.  There is much controversy around the plant and its impact on the environment.
