DesertUSA has the following report on Yucca bloom in Southern California:

The annual field flowers are gone for the most part, the yuccas are getting their bloom on now. Going up Lone Pine Canyon Rd (the back way to Wrightwood) there are a few thousand white spikes of yuccas on both sides of the road over a 5 mile stretch, with a few flannel bush thrown in for good measure.
